Remove and reinstall is labor. Remove and replace adds the part. Both sit under their panel, beside its PDR line.
Supplements that hold up
The approved estimate is locked as the version of record. Changes go in a supplement with a reason, and every sent version is kept.
A missing pay rate is named, not guessed.
If a flag-hour or per-panel rate isn't set, PDRCore names whose and holds that pay until it is, instead of paying a made-up figure.
